What the listing usually hides

Sellers optimize the headline for the search term, not for your risk. Strip the adjectives and look for the load-bearing facts:

Red flag I will not pass: a quote that lists "filling machine" as one line item with no capper, no rinser, no conveyor, no cap feeder, and no change parts. That is a component, not a line, and the missing 40% appears as "options" after deposit.

New, refurbished, or rebranded — know which you are buying

New OEM

  • Full drawings, FAT/SAT, spare-parts list, warranty 12–24 months.
  • Price includes change parts for the stated bottle set — confirm it is in the quote.

Refurbished / used

  • Demand run-hours, last service record, and a video of it running your product.
  • Wear items (filling valves, seals, servo belts) are your cost even if "refurbished" — price them.
  • Compliance is frozen at build year; a 2015 CE mark does not meet 2023/1230 expectations.

Rebranded economy

  • OEM is a third-tier shop; the brand on the door is a trader. Support and spares depend on the trader staying in business.
  • Acceptable for non-GMP, low-margin runs if priced accordingly — never for pharma or export EU food.

The three clauses that protect you

1. FAT (Factory Acceptance Test)

Run the machine at your stated bottle, fill volume and speed with your product or a qualified surrogate. Acceptance criteria: fill accuracy (±1% gravimetric or agreed Cpk ≥ 1.33), no container breakage, no foaming beyond spec, and documented OEE on a 2-hour run. Withhold 10–15% until SAT passes at your site.

2. Spare-parts and documentation bundle

The quote must name the recommended spares kit (valves, seals, O-rings, servo belts) and the per-unit price, with a 7-year availability undertaking. No BOM, no signature.

3. Incoterms and commissioning

"FOB Shanghai" means you own it on the ship — inland freight, sea, insurance, and customs are yours. Insist the price be broken out separately: machine, sea‑worthy packing, and cost for a named commissioning engineer. A "for sale" price that bundles everything ambiguously represents hidden margin you cannot audit.

GEO note: compliance gates by destination

  • EU: CE under 2023/1230, EU 10/2011 food contact, and for food an FSSC 22000 or equivalent paper trail. A "for sale" filler without a valid EU Declaration of Conformity is stopped at customs, not at the factory.
  • Southeast Asia: Halal (MUI/JAKIM) and local SNI/TISI marks in some markets; confirm the line is Halal-segregatable before purchase or you re-buy later.
  • Middle East: SASO (Saudi) and G-mark (GCC) for machinery; 50 °C ambient rating on panels and motors must be in the spec or summer failures follow.

Field case: a stripped quote caught before deposit

An anonymized Nigerian distributor quoted on a "bottle filling machine for sale" at $28,000 — looked sharp against a $41,000 OEM bid. Line-by-line, the cheap quote excluded capper ($6,200), cap feeder ($2,400), rinser ($3,800), change parts for their 500 ml and 1 L bottles ($1,900), and sea-worthy packing ($1,100). True comparable was $43,400 with zero validation and a discontinued PLC.

They bought the OEM bid. The "cheap" listing was 6% more once made whole, with no compliance paper — the opposite of the headline.

Procurement mistakes

  • Comparing headline prices without a like-for-like BOM — the gap is in the exclusions.
  • Paying full before FAT — you lose leverage to reject a non-conforming unit.
  • Assuming "CE" travels — confirm the declaration year and scope.
  • Buying a discontinued-PLC economy unit for a 5-year export plan — spares vanish.

Buyer FAQ

Q: Is a used filler ever the right call?
A: Yes for a pilot line or low-volume non-GMP run, if you price the wear parts and confirm a running video on your bottle. Never for pharma or first export EU shipment.

Q: How much should I hold back?
A: 10–15% against SAT at your site, released only after the agreed Cpk and OEE are met on a documented run. Write it into the contract, not the email.

Q: What is the one document I must have?
A: The BOM with model numbers for PLC, motors, and filling valves, plus the OEM's spare-parts price list and availability undertaking. Without it, support is a hope.
